ABOUT
VACUUM FULL and CLUSTER rewrite a table under an exclusive lock, which takes a busy feature store offline. pg_repack rebuilds the table in the background and swaps it in, reclaiming bloat with only short locks at the end.

2. Rebuild a clustered index online without stopping writes
3. Shrink indexes after a large delete of expired training rows
